raced the motor and after getting home found water in the oil ,oil was a milky colour.gaskets checked out ,and did an air pressure test on the block and heads found no leaks but when we removed the heads found rust on the cylinder head bolts ,,could this be the cause of my water in oil problem

Could be timing cover rotted through. Head bolts aren't an issue unless torque was too low

timing cover is brand new,motor was completely overhauled ,but I cant understand how all the head bolts were rusty .water got in there somehow to rust the bolts ,people are suggesting cracked heads but it seems strange to crack both heads,we did the pressure test on the motor cold but im being told that after the motor heats it will start leaking water
